Advice as of the time of this post and things could change and of course I could be wrong or incomplete:

Find mana (tree drops) and find wood (tree drops) and convert the wood into treated wood at the logging bench. Then go to the construction bench and make sure you have the Mana Amulet recipe. If not, buy it from the NPC. For each 1 mana and 1 treated wood you get a chance at an uncommon Mana Amulet. Try one at a time until you get one. It took me 12 tries.

You can also get lucky and just find one of these out in the world as a drop.

The butcher "Butch O'Hara" has a quest that can give an uncommon mana amulet. It's his last quests, that requires you to kill different types of boars.

You can get the mana amulet by completing another quest, or by crafting, but you need to buy the recipe from the construction NPC

You can craft uncommon artifacts by putting 6 common artifacts in the synthesis machine. This is a tab every crafting table has.

First, Make sure you have Mana Resin (1) and Treated Wood (1) (treated wood is 3 Heartwood.) Then Buy the recipe for the make mana Amulet from D'Rek (By the construction workstation) . Make the Mana Amulet. I got the Uncommon Mana Amulet the first time.
