Head north to Windstone Village and talk to Ronny Lunar at the northern side of the lake.

Go NNW from Goldenfield until you reach Windstone Village, go a little west to the lake and then he's at the north point of the lake.

just outside first house you come across going north of main road.

The astronaut to whom the coordinates must be delivered is located across the lake from Windstone Village.
