Weegs is correct; the quest is not bugged, it's just not clear how to do it.

Below is how:

Dwarfaton Ironcheek is working the forge in the center of Windstone.

You talk to him and start. Ignore everything he says before you start in the dialog window.

Wait for a speech bubbleover his head. It will say either:
"I need some polish" or "use the calipers" or something else I never got.

You use the item he calls out in the speech bubble above his head, then you go use the crystal balls to his right to complete the step.
So if he says "calipers" you use the plumbing wrench and *then* go use the clear balls next to him. If he calls for "polish" you go to the rags to his left *then* use the balls next to him. So every instruction is a set of two steps: the item he calls out and then the balls to his right.

Obviously this can change. They spell his name incorrectly in one step and they call a plumbing wrench calipers.

1. go to Dwarfton
2. talk to him, he will give order to do something in an order (notice the order of things can change)
3. you see 4 interactable items around him. a. galss/diamons on the ground to right b. brown cloth for polishing to the left of the furnace. c. a bottle to the right of shed under lamp d. a wrench on the table
4. he will give you and order as a pop up on top of NPC. you have to pick up the item to use and the click on diamonds. lets say he orders you to polish > you will pick the cloth and then pick the diamond. for nex
5. you will do 3-4 order and quest is doen
